Ever since green electricity certificates were introduced in May 2003, it has been advantageous to install a meter that measures the total electricity production from the wind turbine and to be paid for the total volume of electricity certificates. In addition, a purchase meter and a sale meter are needed because the price per kWh differs depending on whether you are buying or selling. The proposal for net metering and offsetting addresses precisely this difference in purchase and sale prices. If the proposal for net metering and offsetting is adopted, it would be possible to offset consumption against the surplus electricity exported to the grid on a monthly or annual basis. From the owner’s perspective, offsetting on an annual basis is the most attractive solution and also the one that involves the least administrative burden. However, we are not there yet; energy and VAT tax regulations do not yet permit offsetting, even though there are companies that have already been voluntarily applying offsetting for several years.
